This is a very famous story by the Grimm brothers that, in fact, could be based on a real legend form Germany.
The inhabitants of Hamelin, in Lower Saxony, were dying because of the plague that spread throughout Europe, through rats. Desperate, they hired a flautist who could take them away from the city with music, hoping that with that they could get rid of the disease.
It worked. The city was saved from the plague, but the people, who were greedy and ungrateful, refused to pay him. In revenge, the flautist played his instrument to attract all the children in the city. Then he made them enter the sea and watched as they drowned to death.
